Administrator, Educator Certification/State Assessment (Finance)



Department: Dean of Education Salary: Commensurate with education and experience.
Description:

The Administrator, Educator Certification and State Assessment directs all educator certification for the College of Education (COE). They are the signature authority for recommendations to the Texas Education Agency (TEA)/State Board for Educator Certification (SBEC) Educator Certification Online System (ECOS) and signature authority for certification and graduation verifications. The Administrator serves as Title II Institutional Program Report Card (IPRC) Manager, Accountability System for Educator Preparation (ASEP) Online Manager, Legislative Budget Board (LBB) Certification Rate Manager, Pearson Pass Rates Manager, as well as a liaison with TEA/SBEC to ensure UHCL's continuing educator accreditations. The Administrator is the Certification Officer for COE and reports to the Dean.

Duties:
  • Serves as Certification Officer, Title II IPRC Manager, Accountability System for Educator Preparation Online Manager, Legislative Budget Board Certification Rate Manager, Pearson Pass Rates Manager, and Educator Certification Online System certification recommendation authority for COE.
  • Manages certification databases and reports for COE, including accountability systems for Educator Certification, Educator Certification Online System, Pearson Pass Rates, Legislative Budget Board Certification Rates, Title II IPRC, TEA/BEC certification recommendations and degree conferrals.
  • Implements state tests for recommendations to TEA and recommends students' licensure for certification.
  • Interprets and coordinates implementation of state and federal regulations concerning educator certification, including student, faculty and staff consultations as well as conducts meetings for student certification and examination information and various advisory committees.
  • Actively participates in state professional certification meetings as a representative of UHCL and COE to ensure UHCL's continued educator certification accreditations.
  • Approves conferral of master's degrees for COE.
  • Directs the maintenance, inventory and archiving of COE student files.
  • Submits observation records of teaching experiences for TEA Assessment.
  • Represents UHCL on school committees as Coordinator of Educator Certification and State Assessment and performs related duties as assigned.

Required Qualifications:
  • Bachelor's degree.
  • Minimum three years of administrative, teaching, or management experience.

Preferred Qualifications:
  • Master's degree in Teacher Education or Educational Leadership.
  • Previous work with certification in Texas, TEA experience.
  • Texas teacher and/or administrative certification.

Knowledge Skills and Abilities:
  • Understanding of certification and testing requirements in Texas.
  • Knowledge of university regulations and policies.
  • Skills in Microsoft Office (Word, Excel, advanced use of Outlook).
  • Skills in systems such as Peoplesoft, TK20 or similar platform.
  • Strong written, oral, and digital communication skills.
  • Research skills and the ability to find necessary information from trusted sources.
  • Ability to be patient, multi-task, and have attention to detail.
