Senior Business Systems Analyst (Project Management)
The mission of Alum Rock Counseling Center (ARCC) is to heal families and inspire youth to reach their full potential. For 48 years, ARCC has provided a wide range of behavioral health counseling and school-based support, designed to promote health equity & educational equity, and ensure that high-risk youth stay safe, in school, and drug & violence free. The agency supports a predominantly Latinx (70%) population in underserved schools and neighborhoods throughout Santa Clara County with a focus on the high-need area of East and Central San Jose. ARCC staff provide services to youth and caregivers who otherwise might struggle to afford and/or access quality care. In 2020-21, the agency served 6,000+ individuals, through 13 different programs, including individual and family counseling, substance use prevention education, youth mentoring, family reunification, parent training/support, and services in 40+ high-need schools.

POSITION SUMMARY:
The Senior Business Systems Analyst (BSA) is responsible for providing operational support, maintenance, and development activities for electronic health record (EHR) applications. Under supervision of the Business Application Manager, the position requires experience with elicitation and collaboration techniques to provide solutions based on business requirements and healthcare compliance regulations. Utilize hands-on technical expertise and effective communication with differing user levels. Manage healthcare application enhancements and integration with new tools. Assist with database reporting activities, data validation and quality improvement efforts. Knowledge and ability to train users. Work independently and as part of a team, and provide support to junior level staff.
ESSENTIAL JOB FUNCTIONS:
Healthcare Application Support (support Welligent cloud based electronic health record system).Monitor and support electronic data interface (knowledge of FHIR concepts and simple object access protocols).Provide user training, business process troubleshooting, managing users and profiles, development and maintenance of custom Welligent tools to support new and existing agency programs, and development of procedures and guides around these functions.Manage EHR/Welligent configurations, enhancements, and integration with new tools. Includes application testing and data validation to ensure highest levels of integrity and quality. Support with the development and production of reports for Key Performance indicators (KPI).Support Windows-based network connectivity with knowledge of various browsers.Support and develop streamlined and Adhoc Database SQL reports to supplement Welligent online stock reportsMay include public-facing user support.
QUALIFICATIONS:
Bachelor's Degree (or equivalent work experience) in computer science.Three to five years of experience in database and EHR systems managementHas extensively worked with EHRs in system and billing configuration, and associated technical troubleshooting required. Excellent problem-solving skills and having a resourceful mindset.Strong software and analytical skills. Advanced MS Excel, Oracle, Sql Server, GraphQL, web API, and Power-BI or similar experience helpful.Works well with cross functional teams in resolving EHR system related issues.Demonstrated outstanding written, verbal and presentation abilities. Articulate in a wide range of communication situations when called upon to present and explain complex subject matter.Adaptability, ability to multi-task, with desire to create efficiency and a helpful attitude.Fingerprinting and background check as required by the Department of Justice;Valid CA drivers license, an automobile for agency travel, and proof of current auto insurance;TB clearance required every 4 year.COVID19 vaccination and booster, highly recommended.
