Assistant Project Manager-Administration (Finance)



JOB SUMMARY

The Assistant Project Manager-Administration (APM-Admin) will be an exempt employee responsible and accountable for the administrative components of the NIH award. He/she will also be responsible and accountable for human resource policies, programs, and hiring of the security staff. Additionally, the APM-Admin will be responsible and accountable for training compliance documentation (CMT).

ESSENTIAL FUNCTIONS

  • The APM-Admin is the 3rd in command of the NIH award. He/she will make decisions and act on behalf of the Project Manager (PM) during the PM and Assistant Project Manager-Operations (APM-Operations) 's absence and manage all security aspects of the contract.
  • The APM-Admin has the same command authority as the APM-Operations on the NIH award.
  • He/she will interface with all designated government representatives at all locations where contract guards are assigned, as well as with members of the Division of Police, physical security personnel, and NIH stakeholders.
  • He/she will ensure, from an operational standpoint, that the contractor is enhancing the contractor's ability to satisfy the mission of the NIH.
  • The APM-Admin will meet all the specified award requirements for the PM category.
  • Be knowledgeable of the NIH award for award compliance.
  • Provide direction and supervision to the supervisors.
  • Conduct recruitment measures, interviews, and new employee onboarding.
  • Maintain contract employee directory and employee records to include employee qualifications, guard cards, I-9 documents, testing information, CPR/First Aid documentation, etc.
  • Assist with payroll.
  • Collaborate with the FAC-CORs on the contract to ensure invoices and staffing are accurate.

BASIC QUALIFICATIONS
  • Must be a minimum of 21 years of age.
  • Must be a U.S. Citizen.
  • Must have eight (8) years of specialized security experience and three (3) years (obtained within the last six (6) years) of management experience at a government facility or similar facility with a security force equivalent to, or at a minimum, half of the security guards assigned to this award.
  • A two (2) year college degree in law enforcement or security management is preferred but not mandatory.
  • Must have excellent follow-up skills with attention to detail, ability to multitask, leadership presence, excellent time management skills, strong analytical skills, be team-oriented, and be flexible.
  • Must have excellent verbal and written communication skills and communicate effectively with all personnel.
  • Must be proficient in Microsoft Office and all other Google-based programs.

  • Ability to handle highly confidential information discreetly and professionally, and be a team player who gains support from all levels of the organization.
  • Required to use a vehicle for the performance of duties.
  • Regular talking and hearing.
  • Occasional walking, reaching with hands and arms, stooping, kneeling, crouching, and crawling.
  • Frequent lifting and/or moving up to 10 pounds and occasionally up to 25 pounds.
  • Travel periodically required to other sites in Baltimore, Frederick, and Poolesville, MD.

Wage for this position is $90,000.00

  • The paid leave for full-time employees is from 80-160 hours/year based on longevity in the position, and sick leave is a minimum of 48 hours per year for a full-time employee.
