Safety Program Supervisor (Finance)

The Riverside County Human Resources (HR) Department is seeking a Safety Program Supervisor to support the Safety & Loss Control Division. The Safety Program Supervisor is the working title for the Claims, Risk & Safety Program Supervisor classification for this recruitment.

Reporting to the Safety Loss Control Division Manager, the Safety Program Supervisor is responsible for supervising and supporting staff within the Safety Loss Control Division, ensuring the effective delivery of countywide safety and loss control related services. This includes coordinating and reviewing the day-to-day operations of the division, overseeing the development and implementation of safety programs and initiatives, and evaluating their effectiveness in reducing risk and promoting a culture of safety. The incumbent will serve as a subject matter expert on occupational safety and health regulations, including Cal/OSHA compliance, and will manage complex, confidential, and sensitive issues. Duties also include leading investigations into workplace incidents, conducting audits and root cause analyses, and collaborating with departments to improve safety practices. Additionally, the Safety Program Supervisor will participate in the hiring, training, coaching, and professional development of division staff, helping to ensure high performance and continuous improvement within the team.
Incumbents specialize in one of these three areas: claims administration, risk management or workplace safety. Employees in this role may supervise both risk and/or safety-related personnel, participate in employee selection, training, coaching, and mentoring, and serve as a liaison between County departments, regulatory agencies and external stakeholders. Incumbents should work collaboratively across disciplines and create a cohesive work environment. They should actively share relevant information and provide mutual support to each other as they play a critical role in reducing liability exposure.

Employees in a Confidential designated class are defined by Section 3.b. of the Employee Relations Resolution, as "any employee wo may be privy to the decision-making process of County management affecting employee relations" and are only authorized for use within the departments of Executive Office, Clerk of the Board, County Counsel, and Human Resources.

The Ideal Candidate Will Possess:

• Proven supervisory or lead experience in occupational safety, risk management, or a related field.

• In-depth knowledge of federal and state safety regulations, including Cal/OSHA standards.

• Strong analytical and problem-solving skills in managing complex workplace incidents.

• Ability to work collaboratively across departments and build effective working relationships.

• Exceptional written and verbal communication skills, especially in presenting safety policies, procedures and reports.

  • Assist with Safety Programs:

Help implement and maintain the County's safety loss programs, ensuring they align with regulatory requirements and industry best practices.
  • Safety Audits and Inspections:

Oversees safety loss control regular safety audits and inspections to identify potential hazards and ensure compliance with safety regulations.
  • Training:

Assist in developing and delivering safety training programs for county employees.
  • Incident Investigation:

Support the safety manager in investigating accidents and incidents, documenting findings, and recommending corrective actions.
  • Data Collection and Analysis:

Supervise the collect and analyze safety data to identify trends, areas for improvement, and track the effectiveness of safety programs.
  • Documentation and Reporting:

Maintain accurate records of safety inspections, audits, training, and incident investigations.
  • Regulatory Compliance:

Stay informed about relevant health and safety legislation and regulations and ensure compliance with them.
  • Collaboration:

Work collaboratively with other departments and stakeholders to promote a safety-conscious culture.Education: Graduation from an accredited college or university with a Bachelor's degree in business, public administration, occupational safety, risk management, finance, or a closely related field to the assignment. (Additional qualifying experience may be substituted for the required education on the basis of 30 semester or 45 quarter units equaling one year of full time experience.)

Experience: Five years of journey level experience in safety or risk management that includes developing and managing workplace safety programs, ensuring adherence to regulatory requirements, conducting safety inspections, and leading risk mitigation initiatives. At least one year of which included experience functioning in a lead or supervisory capacity.

Knowledge of: The California Labor Code and Civil Code of Procedure, involving case law specific to procedures of control including investigating, evaluating, adjusting, and settlement strategy techniques; principles and practices of supervision and management; effective case management techniques and methods; effective computerized work tools including statistical accounting and recordkeeping application programs; technical medical terminology related to the cause and treatment of physical injuries; relevant California Government statutes and general case law governing case management; California Vehicle Code, California Government Code, and legal decisions pertaining to related case management.

Ability to: Analyze, interpret and apply public liability, legal authorities, and related case law and legislation; complete complex, difficult and sensitive claims work; gather and evaluate all information pertinent to claims and make appropriate recommendations; analyze and amend claims section policies and procedures to ensure maximum efficiency; communicate effectively in situations requiring sensitivity, counseling, tact, persuasion, instruction, and negotiations; analyze data and write clear, concise and complete reports and recommendations; plan, supervise and evaluate the work of subordinate staff; train staff in all phases of claims work; utilize computer application programs and equipment to effectively gather, maintain and report case data; establish and maintain cooperative and effective relationships with a broad range of professional staff including attorneys and related legal staff, department heads and managers, insurance company representatives, and all those contacted during the course of performing professional responsibilities; maintain professional credibility.

Other Requirements
License/Certificate: Possession of a valid California Driver's License.

An instructor's certificate in Basic Life Support (BLS) issued by the American Heart Association must be obtained within one year of the date of employment for those in the Safety & Loss Control specialty.This recruitment is open to all applicants.
