Sr. Payroll International Tax Specialist (Project Management)

Essential Duties:

This position manages foreign national and multi state tax. Reviews tax status for both payroll and accounts payable payments, sets up state taxes in PeopleSoft, and is responsible for yearend reporting.

  • Perform foreign national tax analysis including the Substantial Presence Test and tax treaties.
  •  Review treaty exemption forms, W-4 and W-8BEN using Calculus Sprintax Software and Oracle PeopleSoft for foreign national faculty, staff and students.
  • Assist employees with system registration, updates, questions.
  • Determine tax status and tax withholding/exemption on foreign national individuals and companies.
  • Review and approve forms W-8BEN and W-8BEN-E related to Accounts Payable. Advise Accounts Payable tax compliance requirements.
  • Assist with research, preparation and filing of various federal and state tax returns, including, but not limited to: regular federal/state tax withholding payments, payroll related forms 941, W-2 and 1042-S; Accounts Payable related forms 1099 and 1042-S; Bursar related form 1098-T.
  • Research tax implications for contracts with foreign companies for pharmaceutical, consulting or other services provided by OUHSC stakeholders, including Value Added Tax (VAT) requirements.
  • Review tax calculations for all federal, state, non-US persons taxes with each system update to include quarterly tax updates and annual system updates.
  • Other duties as assigned

Equivalency/Substitution: Will accept 48 months of related experience in lieu of the Bachelor's degree for a total of 72 months or related experience.

Skills:

  • Knowledge of Accounting principles, practices, methods, and terminology      
  • Advanced computer skills in MS Office, accounting software and databases
  • Ability to choose the right mathematical method or formula to solve a problem.       
  • Ability to collect and organize accounting data, interpret the significance, and prepare accurate financial reports.
  • Ability to solve accounting and related financial problems.      
  • Ability to set priorities and meet deadlines.     
  • Ability to handle stressful situations.    
  • Excellent organizational, problem-solving, project management and communication skills.

Preferences:
  • Proficient knowledge and use of Microsoft Office Suite, especially Excel
  • Application of general math skills and algebra
  • Experience in multi-state payroll tax
  • Certified Payroll Professional (CPP) is a plus
