Regulatory Reporting Quality Assurance, Vice President  (Finance)



Quality Assurance Unit:

The Quality Assurance Unit is responsible for enhancing the integrity of the regulatory reporting processes and reporting issues stem from data quality as well as the overall control environment through performing periodic and on-going assessments of the accuracy, completeness and timeliness of regulatory reports submitted to the U.S. regulators. The Unit also partners with stakeholders across multiple functions to identify improvement opportunities , implement process, a nd control enhancements for the regulatory reporting activities to keep abreast of the industry standards .

Summary:

This position is primarily responsible for execution of Mizuho's Regulatory Reporting Quality Assurance Program and providing additional line of defense for Mizuho Americas regulatory reporting. The position will (1) lead planning and execution of periodic reviews of regulatory reports to ensure that reports are prepared in accordance with regulatory reporting instructions and guidance, regulators' expectations, and industry best practices (2) communicate observations and enhancement opportunities to senior management as well as other key stakeholders such as r egulatory r eporting production teams , financial a ccounting team s, i nternal a udit, d ata m anagement o ffice , Operation , and IT ( 3 ) be involved in various ad hoc projects . This includes reviewing materials and coordinating across multiple departments to prepare presentation materials. Th e position requires wide breadth of expertise in various regulatory reporting , especially for broker dealer regulatory reports , as well as experience in managing projects and staff members.

Core Responsibilities:

  • Conduct planning, execution of Mizuho's Regulatory Reporting Q uality A ssurance P rogram with various regulatory reports, especially focus on credit risk RWA and Market Risk RWA, and some r eport s required for broker dealer: NFA Form, Margin Report, 17CFR 23.105k and Quarterly Risk Exposure Report . The candidate needs to have i n depth knowledge on Basel rules and 15C3- 1 calculation

  • Operate independently of the day-to-day regulatory report testing and validation processes for the accuracy and completeness of regulatory reports in accordance with regulatory reporting instructions and guidance, regulators' expectations, and industry best practices . Conduct investigations or perform research to drive conclusions on any questions brought up from the testing. Testing procedures include risk ranking, data analysis/ profiling, transaction testing, control testing and conformance revie w; consolidate finding s for QA Quarterly Report

  • Report, m onitor and escalate issues to management or other relevant stakeholders on a periodic basis ; communicate issues in triage meetings which help stakeholders for root cause analysis, impact assessment

  • Interact with various business areas for potential enhancements to the regulatory reporting process es

  • Maintain up-to-date knowledge of financial and regulatory reporting requirements , offer recommendations to enhance controls and processes to ensure accuracy and completeness of Mizuho's regulatory filings

  • Solve other relevant issues that may arise on an ad-hoc basis and participate in other departmental projects as assigned by senior management

Qualifications:

  • Bachelor's degree

  • CPA or CFA or equivalent certification preferred

  • 10 + years of relevant experience at large and complex financial institution s in performing financial and /or regulatory reporting , regulatory reporting quality assurance or internal audit

  • knowledge of BASEL rules, broker dealer regulatory reporting

  • knowledge of financial and banking products

  • knowledge of financial accounting including relevant US GAAP for the financial services industry

  • Experience in project management and people management , to execute and lead the testing workstreams from the beginning to the end

  • Excellent analytical and verbal/written communication skills

  • Advanced proficiency in performing financial review and analysis using MS Excel and operational knowledge in Axiom, Power BI , Alteryx , or python preferred

  • Demonstrated ability to learn and apply new concepts quickly

  • Detail oriented , good workpaper documentation

The expected base salary ranges from $120,000 - $185,000. Salary offers are based on a wide range of factors including relevant skills, training, experience, education, and, where applicable, certifications and licenses obtained. Market and organizational factors are also con sidered. In addition to salary and a generous employee benefits package, including Medical, Dental and 401K plans, successful candidates are also eligible to receive a discretionary bonus.
