JOB SUMMARY:Responsible for the efficient and effective management, supervision, and control of the shift operations of the Pulaski County Juvenile Detention Facility.

ESSENTIAL JOB FUNCTIONS:
Schedules Juvenile Detention Officer duty assignments for shift according to facility standards and procedures. Supervises the day-to-day unit operations to ensure safe and secure resident care in compliance with juvenile detention laws and regulations. Maintains the security of detention facility regarding fire alarms, a number of personnel assigned to juveniles, awareness of problems or emergency situations, appropriate securing of doors, etc. during assigned shift. Supervises the maintenance of records and proper intake procedures for juveniles entering the detention center to ensure lawful detention; assesses the need for enhanced security measures. Ensures proper confinement and release orders are presented from law enforcement officers prior to detainment or release of juveniles; notifies the appropriate court or parents when needed. Prepares and maintains various records for shift personnel and juveniles such as shift assignment records, emergency contact information, etc.; preserves confidential information of all juveniles, staff, court officers, and departmental records. Reviews incident reports for accuracy and completeness; forwards through the chain of command to the Deputy Director.Monitors staff performance against standards; conducts quarterly and annual employee reviews for assigned personnel; initiates and makes recommendations for disciplinary action as needed.Identifies and reports safety, security, or juvenile behavior problems to the supervisor.Maintains a constant accurate count of detained juveniles and their current locations when absent from facilities.Ensures that appropriate housekeeping duties are performed to maintain an acceptable level of cleanliness.Ensures compliance with the resident grievance process.Coordinates the secure movement and transport of residents to court and other appointments inside and outside of the detention facility.Validates that medication for juveniles is dispensed by appropriate medical personnel as prescribed and appropriate medical screenings are conducted.Supervises daily room searches to ensure maintenance of security and cleanliness standards.Trains personnel on policies and procedures governing the care and detention of juveniles; provides direction, motivation, and guidance to staff.Assists the Juvenile Detention Officers with their unit duties as required.

SECONDARY DUTIES AND RESPONSIBILITIES:
Conducts shift briefing prior to the assigned shift in absence of Watch Commander; enforces policies and procedures. Ensures monthly in-service training is completed by personnel and documentation returned to the Directors office. Maintains and distributes inventory of cleaning and office supplies to shift personnel. Ensures juveniles watch daily educational programming as required in the absence of teachers; passes out assignments and assists juveniles as needed. Completes annual training in crisis intervention and de-escalation techniques. Conducts special projects as requested. Performs other related duties as required.

PERSONNEL SUPERVISED: Supervises a shift of up to thirteen (13) Juvenile Detention Officers; responsible for the detention of up to fifty-six (56) juveniles within the center.

WORKING CONDITIONS:Work is performed primarily within a controlled detention environment. Frequent interaction with hostile and/or agitated juveniles and parents is required. Occasional transporting of youth to other facilities is required. Shift assignment may change as directed by the supervisor.

MINIMUM QUALIFICATIONS:
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:

Considerable knowledge of juvenile standards, policies, and procedures governing juvenile detention.Good knowledge of communication and guidance techniques for dealing with youth.Good knowledge of techniques, principles, and methods of personnel supervision.Good knowledge of crisis intervention and de-escalation techniques.Good knowledge of Juvenile Detention Center management software.Ability to provide supervision to personnel responsible for juvenile detention.Ability to exercise judgment in the application of departmental rules and regulations.Ability to react effectively in emotional, hostile, and emergency situations.Ability to design and instruct training sessions on various aspects of juvenile detention procedures and juvenile care.Ability to interact with high-risk youth.Ability to compose narrative reports and correspondence.Ability to communicate effectively in writing, with juveniles, law enforcement officials, and the general public.Ability to complete in-service training on rules and regulations governing juvenile detention facilities.Ability to attend work regularly and reliably.Skill in the operation of and data entry into a computer.

PHYSICAL REQUIREMENTS:

Ability to use physical means to restrain violent or combative juveniles when necessary.Ability to bend, stoop, kneel, and crouch when conducting resident and unit searches.Ability to vertically lift 40 pounds from the floor to the waist and carry 10 feet.Ability to vertically lift 50 pounds and hold at chest level for 30 seconds.Ability to push and pull 100 pounds for 20 feet.Ability to orally communicate clearly and concisely, both individually and to groups, in person, by telephone, and using radio communication equipment.Digital dexterity is necessary to operate a computer, keyboard, locks, push and pull cell doors, and conduct person and environment searches.Visual acuity is needed for computer operation, driving, detecting prohibited materials or conditions within the facility, and observing resident activity and identity.Ability to run to the scene of an emergency within the facility when required.Ability to drive a passenger van.Ability to work in a constant state of alertness and in a safe manner.Ability to concentrate for long periods of time.

EDUCATION AND EXPERIENCE:
Completion of high school or GED equivalency; considerable experience in law enforcement or corrections; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.
