Manager-Data Interoperability (Full-time Remote, North Carolina) (Information Technology)



The Data Interoperability Manager is responsible for leading the Data Interoperability team in developing and supporting our organization's data interoperability and data exchange projects. The Data Interoperability Manager works with different IT roles and business stakeholders while using industry standards and best practices to design, develop and maintain data integration solutions that support key strategic organizational priorities.

This position will allow the successful candidate to work a schedule that will be primarily remote. While there is no expectation of being in the office routinely,  they will be required to report to the Alliance Home Office (Morrisville, North Carolina) for business meetings as needed.  The desired candidates will be a resident of North Carolina or if currently residing out of state, able to relocate for the position. 

Responsibilities & Duties

Lead Data Interoperability efforts in IT department

  • Establish standards for the design, development, implementation and support of data integration projects
  • Define the overall data integration and data flow architectures to support data integration projects
  • Analyze business and technical requirements for the design and development of data integration solutions
  • Ensure data quality and integrity in all data integration projects
  • Lead the design and development of SQL, SSIS and API processes to support data integration projects
  • Monitor Data Interoperability applications performance, troubleshoot errors, and adjust configurations as needed
  • Recommend solutions and best practices for the architecture, design, security and governance of the organization's data interoperability technology environment
  • Lead the design and development of unit testing plans

Manage and Develop Employees

  • Lead, train and develop the members of the Data Interoperability team and assist them in delivering high quality data products
  • Work with Human Resources and Unit Director to maintain and retain a highly qualified and well-trained workforce 
  • Ensure staff are well trained in and comply with all organization and department policies, procedures, business processes.  and workflows
  • Ensure the department has the needed tools and resources to achieve organizational goals and to support employees and ensure compliance with licensure, regulatory, and accreditation requirements
  • Actively establish and promote a positive, diverse, and inclusive working environment that builds trust  
  • Ensure all staff are treated with respect and dignity
  • Ensure standards are transparent and applied consistently, impartially, and ethically over time and across all staff members
  • Work to resolve conflicts and disputes, ensuring that all participants are given a voice

  • Effectively communicate feedback and provide ongoing coaching and mentoring to staff and support a learning environment to advance team skills and professional development
  • Cultivate and encourage efforts to expand cross-team collaboration and partnership

Manage Projects related to Data Interoperability

  • Provide project management and oversight for all Data Interoperability projects
  • Develop and manage SLAs for Data Interoperability projects
  • Serve as a Subject Matter Expert on Alliance's Data Interoperability and Data Exchange projects

Communicate & Collaboration

  • Effectively communicate findings with both technical and non-technical team members and stakeholders, providing active leadership skills across project team and business community
  • Work with and manage vendors and other solution providers to understand their offerings and roadmap

Maintain Documentation

  • Develop technical and business process documentation for data integration projects

Continuous Quality Improvement

  • Maintain and continually improve data integration solutions

Minimum Education & Experience

Bachelor's degree from an accredited college/university with a major in computer science or related field and five (5) or more years of experience in a data integration or ETL development position.  

Preferred Qualifications:

  • Prior management or team lead experience highly preferred  
  • Previous experience in healthcare preferred.  
  • Microsoft Certified Solutions Expert, MuleSoft Certified Developer and/or HL7 Certification.

Required Knowledge, Skills, & Abilities

  • Knowledge of Software Development Life Cycle (SDLC) processes
  • Knowledge of networking technologies including TCP/IP and SFTP
  • Programming in SQL
  • Designing and developing ETL processes, preferably using SSIS
  • Designing and developing APIs, preferably using .NET Framework
  • Knowledge of and experience with TFS and Git
  • Knowledge of and experience with API management, data integration and/or MFTs platforms
  • Knowledge of and experience with healthcare data, including CMS-1500, UB-04, EDI 837 and NCPDP
  • Knowledge of and experience with HIEs and/or HISPs
  • Strong communication and organizational skills
  • Project planning
  • Ability to coordinate cross functional teams of IT professionals, business executives, and other stakeholders
  • Ability to access and analyze large data sets for completeness and quality
  • Ability to work independently and in a team setting
  • Ability to build strong working relationships with business stakeholders and other IT roles
  • Ability to identify and efficiently resolve employee performance problems and/or issues
  • Ability to establish goals and assist others to achieve goals and meet expectations

Employment for this position is contingent upon a satisfactory background check and credit check, which will be performed after acceptance of an offer of employment and prior to the employee's start date. 

Salary Range 

$116,011.00- $147,914.00/Annually 

Exact compensation will be determined based on the candidate's education, experience, external market data and consideration of internal equity.
