HSE Specialist - US Onshore - Environmental & Regulatory (Finance)

Job Summary

The HSE (Health Safety and Environment) Specialist position plays a critical role in supporting the U.S. onshore asset team to ensure compliance with federal, state, and local environmental regulations, with a focus on the Clean Air Act. This position requires a proactive, solutions-oriented professional who can collaborate effectively with internal stakeholders to identify environmental challenges and implement cost-efficient strategies. The HSE Specialist will engage directly with regualtory agencies and cross-functional stakeholders to facilitate permit acquisition, manage regulatory compliance, and resolve environmental concerns.

Responsibilities

  • Understand, interpret, and apply Federal and State regulations, as well as Murphy's internal policies and procedures.
  • Advise stakeholders - including asset management, operations, engineering, maintenance, and integrity on environmental compliance obligations and implementation strategies.
  • Prepare and submit air permit applications, including coordination with third-party consultants on modeling and documentation.
  • Manage data collection and reporting processes for federal and state air compliance programs, including regulations such as Subparts OOOO, OOOOa, OOOOb, and emissions inventories.
  • Ensure compliance with monitoring, recordkeeping, and reporting requirements under applicable environmental regulations.
  • Oversee greenhouse gas (GHG) data gathering, consolidation, and regulatory reporting.
  • Support air emission related sustainability reporting.
  • Responsible for EPCRA SARA Tier II Reporting.
  • Responsible for natural gas engine compliance management (e.g. JJJJ, ZZZZ, etc.).
  • Coordinate with regulatory agencies during inspections and facilitate resolution of action items.
  • Develop and implement environmental programs, conduct audits, and advise leadership on continuous improvement opportunities.
  • Development and presentation of environmental training materials and programs to impacted personnel.
  • Provide technical environmental and regulatory support to stakeholders.
  • Participate in the Management of Change (MOC) process by reviewing and advising on environmental considerations, including air, water, and waste issues.
  • Other tasks as required.

Licenses/Certifications

  • Valid driver's license with no restrictions that would prohibit driving a company vehicle is required.

Qualification/Requirements

  • Bachelor's Degree in environmental sciences, engineering, or other related field.
  • Minimum 5 years of experience in HSE
  • General understanding of onshore field development and production operations including processing equipment
  • Ability to follow and apply new regualtory and environmental developments
  • Ability to work weekends (as needed) to ensure integrity program safely and efficiently executed
  • 15% travel to asset required

Desired Qualifications

  • Onshore upstream oil and gas environmental experience preferred.
  • Texas air permitting experience
  • Subpart W GHG reporting experience
  • Environmental compliance program development and implementation preferred
  • Team player with good interpersonal skills
  • Strong organizational skills and attention to detail
  • Analytical problem solver and decision maker, with a focus on delivery of cost-effective solutions
  • Strong oral and written communication skills
  • Strong computer skills

The individual is required to follow all applicable safety precautions. Work is performed almost entirely in a controlled (i.e., inside) environment and does not typically subject the incumbent to any hazardous/extreme elements; some positions may require regularly moving or transporting items weighing up to 25 lbs. around the office for various needs. The successful candidate must be able to complete all essential physical requirements of the job with or without reasonable accommodation.
