We are seeking a Senior Procurement Specialist Energy - Hybrid, to join our Team in either our Oak Ridge, TN, Richland, WA, or Albuquerque, NM office.

How will you contribute to the team?  

  • Oversees the sourcing, negotiation, and administration of goods and services to ensure “best value” procurements. 

  • Manages subcontracts, ensures compliance with policies and regulations, and fosters strong business relationships with vendors, customers, the Department of Energy, and the communities we serve.

  • Identifies suppliers, selects and procures goods and services, and negotiates contracts to support the company's operational goals.

  • Ensures procurement activities align with commercial and government regulations and that subcontractors fulfill contractual obligations. 

  • Trusted business partner, dedicated to exceeding small business goals and maintaining a high standard of customer service for both internal and external stakeholders.

  • Assists the Procurement Supervisor in implementing policies and procedures.

  • Conducts market research and obtain price quotes to identify “best value” suppliers for off-the-shelf goods and services, including supplies, parts, consultants, subject matter experts, equipment, and maintenance.

  • Develops and administers Requests for Information (RFI), Requests for Proposals (RFP), and Requests for Quotes (RFQ).

  • Selects appropriate goods and services based on purchase requisitions and negotiate procurement terms and delivery schedules.

  • Maintains accurate procurement files in accordance with company policies and procedures.

  • Prepares and manages subcontract documentation, including agreements, modifications, task/delivery orders, solicitations, cost/price analyses, negotiation memorandums, justifications, certifications, and correspondence.

  • Evaluates proposals and quotations, determine supplier responsiveness and eligibility, and provide negotiation support.

  • Monitors and tracks supplier deliverables, ensuring contractual obligations are met.

  • Reviews and processes purchase requisitions.

  • Oversees subcontract compliance, cost management, and issue resolution with customers.

  • Negotiates terms and conditions with suppliers and subcontractors.

  • Administers complex subcontracts when necessary.

  • Conducts cost and price analysis to ensure fair and reasonable pricing.

  • Closes out purchase orders and subcontracts.

  • Develops procurement documentation, including acquisition plans, source selection strategies, evaluation criteria, agreements, statements of work, and proposal preparation instructions.

  • In addition to the above responsibilities, Atkinsréalis is envisioning that this individual would also be our dedicated Small Business Program Advocate supporting our Director of Procurement and Subcontracts in enhancing and managing our small business initiatives, ensuring compliance with contractual requirements and fostering strong relationships with small business stakeholders.

  • This role provides critical support in reporting, outreach, and program development, contributing to AtkinsRéalis's commitment to small business success.

  • Assists in the implementation of small business program requirements in alignment with AtkinsRéalis' customer contracts.

  • Provides support for small business reporting obligations, including submissions to the Department of Energy and the Small Business Administration.

  • Responds to daily inquiries and assist small businesses with relevant resources and guidance.

  • Supports internal and external small business program activities such as conferences, awards programs, and the Mentor-Protégé Program.

  • Collaborates with Business Development and program/technical staff to align subcontracting goals with small business participation, providing training, resources, and policy updates.

  • Actively contributes to governance activities, including staff training, self-assessments, and requirements analysis.

  • Performs other duties as assigned.

What will you contribute? 

  • Requires a bachelor's degree in business administration or a related field.

  • Requires ten (10) years of experience as a buyer.

  • Experience in acquiring a diverse range of commodities, engineered equipment, and managing major construction and service subcontracts.

  • Familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR), particularly in government contracting roles.

  • Must be a trusted business partner, dedicated to exceeding small business goals and maintaining a high standard of customer service for both internal and external stakeholders.

  • Must have strong interpersonal skills with the ability to build relationships with team members, clients, and suppliers, and proven customer service experience for both internal and external stakeholders.

  • Must be a self-motivated and independent worker with a creative, problem-solving approach. Ability to make sound decisions under tight deadlines and pressure.

  • Requires keen attention to detail with demonstrated creativity in problem-solving.

  • Strong written and verbal communication skills, including effective presentation abilities.

  • Team-oriented with leadership capabilities, able to work independently with minimal guidance.

  • Solid understanding of contract terms and conditions.

  • Strong negotiation and conflict resolution skills.

  • Adaptability to manage diverse assignments effectively.

  • Proficiency in Microsoft Office products, particularly Word and Excel.

  • Experience with procurement systems. 

  • Ability to thrive in a fast-paced environment, prioritize tasks, and manage multiple deadlines efficiently.

  • Experience in purchasing or subcontract administration within the services industry preferred.

  • 6+ years of industry-related experience preferred.

  • Expertise in procurement and subcontracting within environmental, and/or nuclear sectors preferred.

  • CPCM, CFCM, CCCM or CCMA (preferred).

  • Must be a U.S. citizen in order to be considered.
